Mindy Westrick Brown advises clients navigating complex regulatory, legislative, and land use matters across Indiana. She works at the intersection of government, infrastructure, and economic development, helping clients secure approvals, manage public processes, and advance high-stakes projects at the state and local levels.

Indiana Government Advocacy & Land Use / Zoning

Mindy has extensive experience representing clients before the Indiana General Assembly, executive branch agencies, and local legislative bodies, as well as planning commissions, boards of zoning appeals, and metropolitan development commissions. Her recent work has focused heavily on land use and zoning strategy for large-scale, infrastructure-intensive developments — including data centers and energy-related projects — where she guides clients through entitlement processes, community engagement, and regulatory approvals.

She represents a broad range of clients, including Fortune 500 companies, developers, utilities, nonprofits, trade associations, and local governments. In addition to project advocacy, Mindy counsels clients on compliance with campaign finance, lobbying, ethics, gaming, and alcoholic beverage laws.

Prior to joining the firm, Mindy served as vice president of the Indiana Energy Association, representing investor-owned electric and natural gas utilities and a public charitable trust. In that role, she led advocacy efforts on policies critical to Indiana’s energy sector and economic growth.

Mindy brings nearly 15 years of public service experience, having served on the Metropolitan Development Commission and previously on the Metropolitan Board of Zoning Appeals of Marion County. This background provides her with a practical, decision-maker’s perspective on land use, zoning, and development issues.
