Special Minnesota Session Update: 06/01/2016
Governor Mark Dayton has signed the Supplemental Appropriations Bill but has yet to decide whether to sign or veto the Omnibus Tax bill. This action means that only one of the four Minnesota legislative priorities from the 2016 session has become law. Negotiations for a potential special session between the Governor and legislative leaders will include the Omnibus Tax Bill, as well as the bonding bill, and a transportation and transit finance plan. The Governor would also require additional supplemental appropriations be on the special session agenda.
Republican legislators had urged the Governor to call a special session quickly, but he is unwilling to do so unless he can reach agreement with legislators regarding all of the priority items. Speaker Kurt Daudt has expressed support for the Governor’s tax positions (charitable gambling tax corrections and high school league exemptions for ticket sales). He is asking the Governor to sign the Omnibus Tax Bill and deal with the other issues in a special session.
Negotiations are likely to extend into next week.
