The Paycheck Protection Program, established by the CARES Act and implemented by the Small Business Administration with support from the U.S. Department of the Treasury, was designed to provide a direct incentive for small businesses to keep their workers on payroll. Many small businesses, however, never received any relief from this program. For those that did, what should they do now as loan recipients?
