On March 23, 2010, President Obama signed into law H.R. 3950, the Patient Protection and Affordable Care Act which the House of Representatives had passed two days earlier. The House approved H.R. 4872, the Health Care and Education Reconciliation Act of 2010, the same day. The Reconciliation Act includes changes made by the House to the Affordable Care Act, which was previously approved by the Senate on December 24, 2009. The Senate approved the Reconciliation Act’s proposed changes to the Affordable Care Act under budget reconciliation rules on Thursday, March 25. A Senate parliamentarian’s ruling that two student loan provisions must be deleted to comply with reconciliation rules required a second House vote, which also occurred on March 25.  President Obama signed the final Reconciliation Act into law on March 30.
