Carmel Adopts Monon Greenway Overlay Zone

The city of Carmel recently adopted the Monon Greenway Overlay Zone. The Overlay Zone extends along the Monon trail corridor between 96th and 146th Streets.

The Overlay Zone establishes two districts along the Monon Greenway: the "urban section" and the "natural section". The city's stated objective is to encourage development within the Monon trail corridor that creates an urban presence in the urban section and protects the natural character of the natural section. The urban and natural sections have different development standard requirements to encourage the desired outcome for each section. The Overlay Zone also establishes architectural design, landscaping, lighting, signage, and parking requirements within the Monon trail corridor.

The Overlay Zone prohibits uses that are seen as unfavorable to the character of the corridor including: industrial uses, automobile service and repair, and drive-thru restaurants among others. The Overlay Zone encourages higher density residential uses along the Monon trail corridor, particularly within the urban section. To achieve this, the Overlay Zone permits residential uses in the Monon trail corridor regardless of the underlying primary zoning district.
