APSCU 2011 Annual Convention & Exposition

In a State of Flux- Strategies for Compliance With the Revised State Authorization Regulations

Overview

Washington, D.C., partner Jonathan Tarnow presented at the Association of Private Sector Colleges and Universities’ 2011 Annual Convention & Exposition in Grapevine, Texas, on June 6.

The APSCU convention is the premier event for private sector higher education, with nearly 300 exhibit booths and approximately 1,500 attendees from across the United States, Canada and Puerto Rico.

Jonathan co-presented “In a State of Flux – Strategies for Compliance with the Revised State Authorization Regulations” as part of the compliance session.  The presentation addressed the Department of Education’s program integrity regulations on state authorization, which add a new level of complexity to what previously was one of the more straight-forward aspects of Title IV participation.

The presenters described what types of authorization the department, as of July 1, 2011, will deem acceptable for a school's physical locations, and how the rules will be applied to distance education. There was also a discussion on the differences in the definition of physical presence and how those definitions apply to institutions.
