
Overview
Andy Taylor is a second-career attorney who helps companies resolve complex cross-border disputes and manage data privacy risk in an evolving global regulatory landscape. His diverse practice centers on privacy litigation and compliance, international arbitration, and international trade — grounded in a rare mix of private practice, in-house and U.S. government experience.
Privacy Litigation & Compliance
Andy litigates high-stakes privacy and cybersecurity matters, including claims under the Wiretap Act, California Invasion of Privacy Act (CIPA), Video Privacy Protection Act (VPPA), Biometric Information Privacy Act (BIPA), Genetic Information Privacy Act (GIPA), and state consumer protection and privacy laws. He also advises on emerging privacy class action and regulatory risks.
On the compliance side, Andy counsels companies on domestic and international frameworks such as the General Data Protection Regulation (GDPR), EU-U.S. Data Privacy Framework and state comprehensive consumer data privacy laws, including the Minnesota Consumer Data Privacy Act. He frequently partners with product, security and IT teams, including experience helping Fortune 500 companies to develop digital therapeutics, virtual try-on tools and biometric security programs — aligning innovation with compliance and defensible risk mitigation.
International Arbitration
Andy represents clients in international commercial arbitration proceedings under major institutional rules and in U.S. courts to enforce international arbitral awards. Leveraging his background in international economic policy and foreign trade regulation, he brings a practical, business-focused perspective to disputes involving foreign investments, complex supply chains and cross-border business dealings.
International Trade
Andy also supports multinational companies to navigate export controls and sanctions, including managing internal and government investigations, building compliance programs, and handling licensing. He has also litigated numerous tariff classification disputes before the U.S. Court of International Trade.
Online Agreements & Electronic Signatures
As a compliment to his privacy practice, Andy advises clients on the enforceability of online agreements and related consumer contracting issues, with experience in the E-SIGN Act, Uniform Electronic Transactions Act (UETA), website and mobile terms of use, and dispute resolution provisions. Drawing on his experience leading digital legal operations for a large financial services company, he helps clients design online contracting processes that are compliant, user-friendly and defensible in litigation.
Franchise & Distribution
Andy also represents franchisors in litigation and before regulators, including investigations by state attorneys general, to support franchising systems operating across multiple jurisdictions.
Prior Experience
Before entering private practice, Andy spent nearly a decade on Capitol Hill, serving as chief economic advisor to the House Foreign Affairs Committee, legislative director to the chairman of the Homeland Security Committee, and professional staff to the Financial Services Committee. His portfolio included drafting and negotiating legislation, preparing congressional hearings, and conducting oversight and investigations of executive agencies.
After relocating to Minnesota, Andy led the data privacy and digital legal operations team at one of the nation’s largest agricultural lending institutions while earning his J.D. in Mitchell Hamline School of Law’s part-time evening program. He graduated first in his class and served as associate editor-in-chief of the Mitchell Hamline Law Review.
Personal Interests
Since studying at the Middle East Technical University in Türkiye, Andy has maintained a strong interest in Eurasian politics and cross-border relations. Andy chairs the Minnesota State Bar Association’s International Business Law Section and remains actively engaged in international legal and policy issues.
