Tenley Drescher-Rhoades is an advisor on public finance matters. She counsels governmental entities on government operations, from regulatory and legislative issues to bond financings. In addition, she advises private entities in interacting with government during incentives and public-private partnerships. Tenley regularly advises governmental entities during capital improvement campaigns. She also counsels public and private entities through a variety of other economic development incentives and advises public and private entities on procurement, consolidation and collaboration.

Indianapolis Airport Authority

Tenley previously served as the general counsel of the Indianapolis Airport Authority — the governing body of the Indianapolis International Airport. There, she was responsible for overseeing all legal issues for the Authority.

Government Experience

Tenley has also worked with the Marion County Election Board — first as director of elections, then as outside general counsel. She oversaw elections in Indiana's largest county with more than 600,000 registered voters and more than 300 voting locations.

She also served as deputy corporation counsel for the City of Indianapolis under Mayor Bart Peterson. Tenley managed the city's legal department, counseled the Office of the Mayor, participated in several major policy initiatives and developed expertise in election and redevelopment law.
