Cosmetics in a Post-MoCRA World: Enforcement, Claims, and State Regulations
2025 FDLI Annual Conference
Overview
Government and regulatory counsel Joy Sharp joined a panel at the Food & Drug Law Institute’s 2025 Annual Conference titled “Cosmetics in a Post-MoCRA World: Enforcement, Claims, and State Regulations.”
The panel focused on the Food and Drug Administration’s “Modernization of Cosmetics Regulation Act” (MoCRA). Panelists discussed how businesses can prepare for the implementation of MoCRA, including new registration and listing requirements as the law changes FDA enforcement policy. The panel also provided an overview of state-level regulations, such as PFAS bans, and offered insights on the lines between cosmetic and drug/device claims under the Federal Food, Drug, and Cosmetic Act.
