Overview

Caroline Herion advises clients on regulatory and compliance issues related to health care transactions, including questions on federal and state laws and regulations, federal health care fraud and abuse laws, the Physician Self-Referral Law (Stark), and the Health Insurance Portability and Accountability Act (HIPAA). She also counsels clients on clinical research and FDA regulatory issues, including the collection and use of clinical data.

Prior Experience

While attending Emory University School of Law, Caroline was a legal extern at the U.S. District Court for the Northern District of Georgia and a summer associate at Drinker Biddle & Reath LLP. She was also a summer legal intern at the U.S. Department of Health and Human Services, Office of the General Counsel in Atlanta, Georgia. In this role, she worked with staff attorneys and chief counsel to prepare Medicare overpayment, fraud and revocation of benefits cases; drafted memoranda on Medicare reimbursement rights; and wrote motions related to alleged employment discrimination on behalf of the federal government. Caroline was the president of Emory’s Health Law Society.

Prior to attending law school, Caroline worked as an administrative fellow to the CEO of Emory Healthcare Network, during which she served as a subject matter authority for Medicare reimbursement changes included in Medicare Access and the CHIP Reauthorization Act. Her experience also includes positions at Seattle Children’s Hospital, HealthCorps in the Bronx, New York, and Fu Associates in Arlington, Virginia, where she wrote and edited a technical manual for a plan benefits software program designed for the Centers for Medicare and Medicaid Services.
