Overview
Tom Freeman helps clients strategize to execute their public policy goals. He draws on nearly two decades of experience and relationships in Minnesota politics to represent businesses, nonprofits, and trade associations in legislative and regulatory challenges.
Tom is seen as an industry leader on a range of issues, including the environment, agriculture, food policy, commerce, taxes, health care financing, chemical regulation, public safety, energy policy, bonding, and data privacy. He represents clients before the legislature, state agencies, and local units of government.
In-House & Government Experience
Tom formerly served as government relations director for Cargill, where he supported the food enterprise across the United States with a focus on food and nutrition policy, packaging, sustainability, AI, and data privacy.
Earlier in his career, Tom worked as a committee administrator for the Minnesota House Republican Caucus, and as field director for the Minnesota House Republican Campaign Committee, managing day-to-day operations for over 25 targeted state house races per election season, including candidate recruitment, direct mail, radio, targeted voter contact strategy, precinct analysis, debate preparation, and fundraising.
Personal Interests
In his free time, Tom enjoys spending time with his wife and two daughters, playing golf, and being a hopeful Minnesota sports fan.
