The Illinois Policy Landscape: Significant Proposals in 2019

As baseball season gets underway, we’re reminded that you can’t tell the players without a scorecard. In Illinois, with a new Governor inaugurated in January and a mountain of fiscal challenges, you might say that you can’t tell the policy proposals without a scorecard. In a chart examining the Illinois policy landscape, we’ve taken stock of some of the proposals that could impact businesses in Illinois in the coming year — most importantly from Governor Pritzker’s own stated goals, but also from think tanks and advocates promoting their own ideas. Most of these ideas are big, but so are the challenges. We’ll be following as things move forward in 2019.

The chart aggregates the positions of Governor Pritzker, the Civic Committee of the Commercial Club of Chicago and the Illinois Policy Institute on the following issues:

  • Personal income tax
  • Corporate tax
  • Pensions
  • MCO Medicaid assessment
  • $15 minimum wage
  • Worker’s compensation reform
  • Addressing state employee health care costs
  • Additional revenue sources or tax proposals
