Advising Congresswoman Leads to Passage of Legislation

Prior to joining Faegre Drinker, as legislative director to U.S. Representative Doris Matsui (D-CA), Megan Herber advised the Congresswoman as she led the successful passage of many important pieces of legislation into law, including bills that:

  • Improve understanding of HIPAA law in mental health scenarios, a provision in the 21st Century Cures legislation

  • Provide funding for the Mental Health First Aid training program

  • Reauthorize the C.W. Bill Young Bone Marrow Transplant Program

  • Disseminate information about Project ECHO, which connects clinicians using a telehealth model to increase capacity to serve underserved areas

  • Reauthorize the Early Hearing Detection and Intervention newborn hearing screening program

  • Extend the Intravenous Immune Globulin (IVIG) Medicare demonstration project

  • Expand access to telehealth in the Medicare Advantage program

  • Remove Medicare’s arbitrary cap on outpatient physical, occupational, and speech therapy visits

In this role, Megan also advised on policy to expand access to treatment for the opioid epidemic, including via telemedicine, preventing abuse of cough medicine by teenagers, reauthorizing nursing workforce programs, expanding access to behavioral health treatment in the community, promoting the use of electronic health records by behavioral health providers, encouraging interoperability of electronic health records, enhancing the Department of Health and Human Services' (HHS) leadership in health care cybersecurity, protecting the 340B Drug Discount Program for vulnerable communities, and more.
