Building for Families: How HB 1001 Impacts Marion County Schools

Senior government and regulatory affairs attorney Brad Boswell authored an article for the Indianapolis Business Journal detailing how a proposed Indiana bill aimed at boosting housing stock could affect student mobility in Marion County.

HB 1001, Boswell noted, is aimed at boosting housing supply by reducing regulatory barriers to residential development and standardizing approvals for certain types of housing. While not directly impacting education, Boswell said HB 1001 help schools see enrollment shifts tied to where and how that housing is built, adding that increased supply could improve affordability and allow more families to remain in neighborhoods longer.

“From this perspective, stable schools and stable housing reinforce each other,” Boswell said. “Neighborhoods where families can remain for multiple years tend to support stronger school communities, more predictable enrollment and greater long-term value for both public and private investment.”

While the long-term effects of HB 1001 remain to be seen, Boswell said that conversations around housing supply in Indiana should be aligned with educational needs by ensuring student enrollment factors are considered when crafting new housing policies.
