Elaine Vining partners with health care, education and social services stakeholders to advance their policy and funding objectives before Congress and the executive branch. A government relations veteran with more than 35 years of experience in the legislative and executive branches and in public policy advocacy, Elaine drives client goals through direct lobbying, coalition-building strategies and campaigns, and public policy and advocacy event planning.
Public Policy and Government Advocacy
Elaine delivers public policy and advocacy services for health technology clients, patient advocacy organizations, research entities, health professional societies, and others in the social services and health fields. She focuses on federal budget and appropriations advocacy and policy authorizing issues — drawing on her prior experience working on Capitol Hill in congressional and committee offices.Federal Health Care Policy Background
Elaine’s federal health care policy experience includes serving as a health care reform authority in the U.S. Department of Education under President Bill Clinton, helping address prescription drug abuse, drug labeling, and medical devices and tobacco product regulation in the Office of Legislation at the U.S. Food and Drug Administration, and working as a government relations executive at the American Academy of Pediatrics. Elaine also served on the Pediatric Advisory Committee, a scientific panel of the Food and Drug Administration (FDA).Personal Interests
