Overview

Laura Phillips applies her expansive and incisive knowledge of the telecommunications industry to advise entrepreneurs on opportunities and challenges related to constantly evolving communications technologies. She is particularly focused on spectrum policy, licensing and transitions, broadband infrastructure and access, and universal service matters. Laura counsels clients on a range of regulatory matters including Telephone Consumer Protection Act (TCPA) compliance strategies, Federal Communications Commission (FCC) license transfers and assignments in commercial transactions, policy advocacy and counseling in FCC audits, investigations and enforcement actions. Laura is an authority on the intersection of telecommunications and privacy. She is a former president of the Federal Communications Bar Association as well as former chair of the firm’s government and regulatory affairs practice group, where her goal was to ensure that all clients received effective and efficient service.

Data Privacy

Laura helps telecommunications clients mitigate and manage the risks associated with handling and storing consumer data and information, such as customer proprietary network information and other sensitive information. She counsels on data privacy and cybersecurity issues, as well as information governance and data analytics, including advising on best practices for storing and managing data.

Regulatory Counsel

Laura advises clients on complying efficiently with government mandates, including the TCPA and implementing regulations, and responding effectively to government hearings, investigations and enforcement actions. She helps clients anticipate future business challenges by advising them on emerging Federal Communications Commission (FCC) regulations and related issues. She has served as outside counsel to a major national wireless carrier, assisting in its process to reband the 800 MHz spectrum through negotiations and mediations with hundreds of incumbent FCC licensees as well as advising a satellite operator in an FCC-supervised transition of its spectrum use in the C-band to allow for the deployment of 5G technology.

Laura identifies regulatory vehicles to achieve clients’ policy or business objectives by, for example, preparing and prosecuting FCC petitions for declaratory ruling or preemption filings to gain clarity or to resolve controversies. She also successfully defends clients before the Universal Service Administrative Company (USAC) and the FCC against adverse audit findings. And she works with clients to design corporate compliance programs and best practices covering a range of FCC policy and legal issues, including TCPA, disabilities access and consumer billing practices.

Transaction and Business Counsel

Laura provides communications law transaction counsel for acquisitions, mergers and other telecommunications deals, and negotiates communications services contracts to achieve client objectives.

Laura is a frequent contributor to the firm’s TCPA Blog, a resource analyzing TCPA-related litigation and regulatory developments. She also serves on the editorial board for the Discerning Data blog, which discusses developments in privacy, cybersecurity, information governance and data analytics.

While in law school, Laura clerked at the National Telecommunications and Information Administration, Department of Commerce.
