James (Jay) Barker helps protect hospitals, health information technology companies and other health care entities entering into enterprise technology contracts and works to mitigate the business and legal risks of system, software and service problems.

Jay negotiates software, information technology outsourcing and hosting, and related agreements for hospitals and health-related organizations. Jay also serves as outside counsel for a health data company, and he assists a Medicaid managed care organization with member issues and other matters.

Additionally, Jay has advised and defended news organizations on libel and other First Amendment issues for more than 30 years.

Previous Experience

Jay is a former newspaper reporter. He also served as a press secretary for a member of Congress.

Personal Interests

Jay’s interests include American history, politics, baseball (most notably the Washington Nationals) and hiking.
