In managing air quality, Native American tribes are required to regulate pollution sources within their jurisdiction as well as addressing air pollution from jurisdictions upwind. The 1990 Clean Air Act and the Environmental Protection Agency's regulations established guidelines for tribal regulation of air quality within reservation boundaries.
