Performance-Based Municipal Union Contracts Reduce Costs, Enhance Services

Bo Kemp negotiated the first performance-based municipal union contracts in the City of Newark’s history. In working with the city’s more than two dozen unions, he negotiated reductions in Newark’s union costs by more than $30 million per year while providing the first raises to many workers in several years. Bo also negotiated flex-time with unions to enable City Hall to open on Saturdays and evenings for citizens.
