Overview
Steven Brogan represents insurers and third-party administrators in litigation, regulatory compliance, premium rate increases, claims administration, compliance training and audits, and fraud prevention, with particular focus on long-term care insurance matters. In litigation, he represents long-term care insurers in class action and individual litigation related to a wide range of matters, including complex coverage issues, bad faith claims and premium rate increase litigation.
Steve’s practice also focuses on information privacy and security issues, including in connection with the Gramm-Leach-Bliley Act (GLBA), the Health Insurance Portability and Accountability Act (HIPAA), the Health Information Technology for Economic and Clinical Health (HITECH) Act, state security breach notification acts, and other laws. For example, he supports clients by developing and implementing privacy and security compliance plans and has counseled clients on data breach analysis and response.
Steve also advises clients in the financial services industry in regulatory and compliance matters, including issues relating to statutes of limitations debts, collectability, expired judgments, and Fair Debt Collection Practices Act (FDCPA) and Consumer Financial Protection Bureau (CFPB) compliance. His practice primarily focuses on insurance litigation, privacy and cyber liability compliance, and consumer finance regulations.
During law school, Steve interned for Judge Renee Cohn Jubelirer, Commonwealth Court of Pennsylvania, and the Honorable Kim R. Gibson, U.S. District Court for the Western District of Pennsylvania.
