Paul Luehr to Lead FaegreBD's Privacy and Cybersecurity Practice

Faegre Baker Daniels is proud to announce that Paul Luehr has joined the firm as a partner in the intellectual property group. He will lead the firm’s privacy and cybersecurity practice—areas to which he brings 25 years of cutting edge experience.

Luehr is a pioneer in the privacy and cybersecurity space, having been part of many early internet investigations as a federal attorney with the Federal Trade Commission (FTC) and the U.S. Department of Justice (DOJ) during the 1990s and early 2000s. He then spent 13 years in the private sector as an executive and consultant providing advice on data privacy, cybersecurity and digital investigations to Fortune 500 companies.

At the FTC, Luehr served as a trial attorney and assistant director, later becoming a foundational member of the agency’s internet team. At the DOJ, as a federal cybercrime prosecutor, he trained prosecutors and agents on cyber investigations and led cases related to computer intrusions, email threats, internet fraud and identity theft, phishing schemes, and software piracy. He also lectured abroad as a U.S. State Department speaker on cybercrime and e-commerce and oversaw the initial investigation into computer evidence related to convicted 9/11 terrorist Zacarias Moussaoui.

Following his DOJ tenure, Luehr joined data risk management firm Stroz Friedberg as a consultant, where he served as general counsel, chief privacy officer and executive managing director. There he oversaw a wide variety of digital investigations and led forensic teams responding to several of the world’s largest data breaches.

“Paul’s experience counseling hundreds of leading organizations from top companies to universities to government agencies is unmatched,” said Cal Litsey, FaegreBD intellectual property practice leader. “Our clients view data privacy and security as a top priority in today’s business world, and we are thrilled to offer them the deep knowledge and insight Paul possesses in these areas.”

Luehr joins FaegreBD’s global team that includes IAPP Certified Information Privacy Professionals, former Counsel to the U.S. Senate Select Committee on Intelligence, and other consultants, litigators and transactional, health care, financial services and intellectual property attorneys who advise companies of all sizes on managing data privacy and security issues through its U.S., U.K. and China offices. FaegreBD’s robust experience includes counseling clients on state, federal and international privacy and data security laws and regulations, assisting with international transactions and global data transfers, guiding clients through the full life cycle of a security breach, and representing companies in privacy-related litigation and during government investigations.

Luehr received his bachelor’s degree magna cum laude from Harvard University and his J.D. from the UCLA School of Law.
